I don t think he did but I put the B12 in the tank everytime I fill it.
I think it is either is a air/gas mixture problem, or electrical problem that prevents from burning the gas in the cylinder.

Any suggestions on how to differentiate the two?

did he clean and de-gunk the gas tank?
if not your clean carbs could be dirty again
