Sounds like your bike has "Forward Controls", in other words the stock foot pegs and foot controls have been replaced with a set that moves the foot rest position "Forward". My bike has forward controls and to change the oil filter I need to drop the assembly. By this I mean that I loosen the rear mounting bolt, but do not remove it. Remove the nut that holds the forward end of the assembly and let the whole assembly rest on the ground while I remove the oil filter housing.

Follow the links as if you were going to buy an oil filter from them and the system will lead you to an exploded view of the oil filter cap and the filter. If you place your mouse on the image and do a right mouse click it will allow you to save the image and then you can print it to study it better if you need to.
Be sure to make specific note of the small O-Rings in the assembly and their locations. The most common oil leak on a Virago that I can think of is when these little critters don't get the attention that they so desire.

shows nothing in the way of  oil filter removal, however on my bike the foot
pegs and mounting bracket are in front of the lower left bolt (is that stock
on a 96?). Can I get to this by simply removing the foot peg and reaching a
