"My mistake, it was the exhaust valve and it wasn't severe. It may have
been a very slight head gasket leak, as well. The valve clearance was
set prior to the compression check.
The all-thread in the rocker shafts won't do it. The inside of the
rocker shafts are smooth, unless the threads are on the back side. I
did manage to slide the cam out, but it will be tough to re-install with
the rockers in place.

That's weird about the rocker shafts. There are only threads on one end,
and I'm thinking that the shaft is otherwise identical end-for-end. Is
there a bore, that is, is the shaft hollow? I think oil flows inside it
and comes out thru a cross-hole to lube the rocker pivot. Anyway, I wonder
if somehow your shafts were installed backward? Can you fit a 6mm bolt in
the bore without interference? If so, you could put the 6mm all-thread all
the way through the shaft and engage the threads on the far end. I think
they are 6mm.
