Let me expound on it a bit.  The mains are designed to control everything above 1/8 throttle but they will still have an affect on the bottom end.  If they have a positive affect on the bottom end it is because your pilot jets are most likely clogged.  Think about it logically.  The manufacturer tells you the pilot jet is for adjusting the idle mix, but yours doesn't work.  What could make it not work?  If you look at a carb diagram you will see that there are passages coming in from the side of the jet that could be clogged.  The best way to clean a carb is to use a caustic dip cleaner and then carefully use an air gun and maybe a set of jet reamers.  You can get jet reamers from a welding supply company.  They use them to clean torch jets.  Use a lot of care and be thorough.
