It holds the lower end of the fork internals. There should also be a brass
washer between the head of the bolt and the fork, but with the recess, it would
be hard to see with removing the bolt.
I've heard mention of a tool - basically a length of all-thread with a couple
of appropriate sized nuts. I'm not sure of the size, I just jammed a dowel rod
- I think 3/8" down the tube to hold the innards. Of course I had to hold the
dowel with some vise-grips due to the torque of the impact gun, but it did the
job. Also, make sure to LOCK-TITE the bolts before reinstalling.
