fork end bolts

Subject : fork end bolts 
I happened to notice some oil on the sidewall of my front tire tonight.
I checked the bottom of the fork and it was a little wet. There is a hex
head bolt in the bottom of the fork, which is pretty tight but still
turns. What does this bolt do?
