This is correct - above the line. The bowl is screwed to the bottom of the
carb with 4 screws and accounts for about the lower 1.5" of carburetor.
There is a distinct step in the casting where this piece attaches - that is
your measuring point. Note that the carbs don't sit level but the fuel
does, so it is important that you measure this in the center of the carb,
front-to-back, right next to the throttle stop screw.
