The Sheriff of Cochise Co. in Arizona has the right idea. Put them in tents in the desert and let them work outdoors. Exercise and fresh air might make them healthier than they'd been before they got a "vacation" courtesy of the state.

California has a serious problem with the judicial system. We convict
them then suspend the sentence because there is no room in the
prisons. There is no room because we spend too much on making the
prisons better than the homes many live in. Instead we should be
making more cells, more beds and less frills. We also suffer the "not
in my neighborhood " syndrome. We agree we need more prisons but we
don't want to pay for them, even though we acknowledge crime is high
on our list of concerns. Maybe Florida has the right idea. They give
them a one-way ticket out of the state. (send them to Cuba the way
Castro sends them to us)

at it, if you've already got two strikes you'd better not even spit on
the sidewalk. Otherwise, we're telling somebody that once you get two
convictions you've carte blanche to keep doing the little stuff.
