"Mixdown maintaining cuts/Optimizing"?

I cut long form docs. 

Typically I use several video tracks (placing inserts on V2 over
interviews on V1, trying out options on different levels and leaving
them in place for review, cutting in a final order of stock footage over
no TC screeners, final moves over scratch stills, etc.)

At the end, I go through and move material down to one track for clarity
and onlining. Cut to cut is not a problem by dragging down, though
dissolves between levels is a bit of a hassle. 

Is there an easier way? 

And if not, why isn't there? It doesn't seem like a complicated notion
to look at a sequence from the top level and create a new one with
minimal levels. Or does that exist but not on the multi-handicapped
Xpress Meridien?
