There is always a way for the oppressed to overcome oppressors....If this
order sticks then a black market in ownership may emerge...second hand deals
with the paperwork remaining in the hands of the original owner and upgrades
sent to him/her and then on to the next "owner," thus no need for the
$17,000 charge as the paper work still states that the owner is the same.
HA!
